In December 2013, political conflict erupted in South Sudan’s capital of Juba, which later spread throughout the country including Leer County. This particular region endured numerous clashes between opposing forces and armed groups attacked civilians destroying most of the homes and buildings in the area. This caused the majority of the population to flee.

This PDM was conducted by LCE staff from 10 to 14th of April, 2019 with four main objectives that includes; assessing how the previous distribution of emergency shelter assistance addressed the presented priority needs of the targeted people; understand how the community was engaged, any gaps identified during implementation as well as suggest any possible recommendations for future interventions.

Since conflict erupted in Tonga in March 2017, most of the population fled to New Fangak as IDPs, and to Liri in Sudan as refugees. In July 2017, IDPs from New Fangak started to return to Tonga. As people kept on returning, an alert for humanitarian assistance was signalled in January 2018 to provide services to the returnees and IDPs in Tonga. In March 2018, UNOCHA coordinated an intervention conducted by humanitarian actors from Malakal and UNCHR as Protection Cluster Lead Agency provided S-NFIs to 200 persons with special needs (PSNs).
